The Papua New Guinea Tourism Promotion Authority (PNGTPA) is undertaking a national consultation process to review the Tourism Promotion Authority Act 1993 (The Act).
This is part of the authority’s policy, legislative and institutional reforms that started in 2023, with the gap analysis of the legislation, formulation of the Zero draft of the tourism bill in 2024, endorsement and launch of the National Tourism Policy 2025-2045 in 2025 and now the tourism sector legislation consultation
Gap analysis of TPA Act 1993 - Conducted by OSS to identify areas of improvement.
Zero draft of tourism bill - Senior officers of the Authority and OSS convened to formulate the draft tourism bill which will form basis of the consultations.
NEC Endorsement of the NTP 2025-2045 - The NEC Decision No.179/2025 endorsed the National Tourism Policy 2025-2045 and the subsequent review of the TPA Act 1993.
Legislation Review Consultation - Capture of views of the different government agencies, provincial/local level governments, industry players, tourism resource custodians, and public - to inform the creation of the new tourism law.
The National Executive Council in its decision No.179/2025 endorsed the National Tourism Policy 2025–2045 and the subsequent review of the Tourism Promotion Authority Act 1993.
The objective of this legislative reform is to modernize tourism legislation, so it better reflects the current tourism environment, supports sustainable growth, strengthens governance, and improves coordination between the national and provincial governments.
The Tourism Promotion Authority Act 1993 has guided the sector for more than 30 years. During this time, the global and domestic tourism industry has evolved significantly.

This review examines the Tourism Promotion Authority Act (1993) to ensure it aligns with the Papua New Guinea National Tourism Policy 2025–2045, strengthens governance, and supports the future growth of tourism across the country.
The Act is more than 30 years old and no longer reflects current tourism realities, provincial roles, or modern policy directions. The review ensures the law remains relevant, effective, and fit for purpose.
Due to time, funding, and logistical constraints, it was not possible to conduct face-to-face consultations in every province. Provinces were selected to ensure regional representation across the country.
While not every province is hosting an in-person session, all provinces are included in the consultation process through online consultations and written submissions.

Yes. Further opportunities to provide feedback may be available as the review progresses, including during validation or public awareness phases.
Yes. One key focus of the review is to strengthen national–provincial coordination and clarify roles to better support tourism development at the provincial and local levels.
