The Papua New Guinea Tourism Promotion Authority (TPA) officially launched its Financial Policy & Procedures Manual (FPPM), PNG Marketing Strategy 2025–2028, and the PNGTPA Staff Housing Policy & Procedures Manual on Thursday 4 December 2025 at the Holiday Inn, Port Moresby.
The event was attended by the staff from TPA, representatives from the private sector, academic institutions, government departments, financial institutions, tourism industry members and TPA’s new board who witnessed the unveiling of the three major documents that will guide the organization’s internal governance, financial management, marketing direction, and staff welfare over the next several years.
The Financial Policy & Procedures Manual formalizes TPA’s financial governance compliance system as a self-accounting statutory body fully funded by the Government of Papua New Guinea. The manual aligns with the TPA Act 1993, the Public Finance Management Act 1995, the 4th Edition of the Public Service, the Audit Act 1989, and other relevant government regulations. It is an internal governance tool that the organization expects all staff and management to comply with.
The PNG Marketing Strategy 2025–2028 reflects the agency’s renewed commitment to repositioning Papua New Guinea as a leading destination for adventure and cultural tourism. Developed through nationwide stakeholder consultations and informed by global travel trends following the COVID-19 pandemic, the strategy’s ambition is to position PNG as the world’s emerging destination for meaningful, transformative, high-value experiences.
The Staff Housing Policy & Procedures Manual introduces a comprehensive and equitable system designed to ensure TPA staff have fair access to affordable housing opportunities. Guided by the motto “Providing Affordable Housing for All,” the policy sets the goal for all staff to own homes before exiting TPA. The policy is supported by an annual implementation budget that covers all necessary equity assistance and suspensory loans. It is managed by the Housing Committee, which was established in May 2021 and has played a central role in the formulation, consolidation and review of the policy.
Speaking during the launch, the Chief Executive Officer of TPA, Mr. Eric Mossman Uvovo, said the three documents collectively represent a new era for the organization’s internal systems and external mandate.
“The launch of these documents demonstrates our alignment with best practice and our commitment to transparent and accountable management of public funds. Good governance is the foundation of a strong and resilient tourism sector, and we are lifting the standard for how we operate as a government agency,” said Uvovo.
Uvovo added that the Marketing Strategy reflects the aspirations of both the industry and the nation.
“This strategy is a bold step toward repositioning Papua New Guinea globally. It reflects the voices of stakeholders from across the country and signals that we are ready to welcome travelers, ready to compete internationally, and ready to redefine what adventure and cultural tourism truly mean. Let the work begin,” said Uvovo.
The CEO also emphasized the importance of staff welfare as part of TPA’s long-term transformation.
“Our people are at the heart of our mission. The Staff Housing Policy ensures stability, dignity and long-term security for our employees and their families. When we invest in our staff, we strengthen the very foundation of our work and the future of the tourism sector,” said Uvovo.
TPA extended its appreciation to the Board, management, staff, the Housing Committee, the Corporate Affairs and Finance Divisions, partners, former committee members, and all stakeholders who contributed to the development of these documents.
The launch of these three major documents marks a critical milestone in strengthening TPA’s internal systems and guiding the organization’s strategic direction for the years ahead. With improved governance, a clear marketing vision, and enhanced staff welfare structures, PNGTPA is positioned to lead the rebuilding and growth of Papua New Guinea’s tourism sector with renewed confidence and purpose.

The Papua New Guinea Tourism Promotion Authority (TPA) officially swore in its new Board members during a ceremony held at TPA’s office on Wednesday, 29 October at the Kwalimu Haus in Port Moresby.
The establishment of the new Board fulfills TPA’s legal mandate as outlined in the TPA Act 1993, ensuring the organization operates under proper governance and oversight.
The Board comprises the Chairman of the Permanent Parliamentary Committee on Tourism, the Departmental Head of the Department responsible for Finance and Planning, and the Chief Executive Officer of the PNG Tourism Promotion Authority as ex-officio members. Other members are drawn from key areas of the tourism industry, including tour operators, the national airline, hoteliers, tourism attractions, third-level airlines, banks and financial institutions, and the tourism industry association. This diverse composition ensures balanced leadership, strategic insight, and inclusive decision-making that reflect the interests and priorities of Papua New Guinea’s tourism sector.
The Minister for Tourism, Arts & Culture, Hon Beldan Norman Namah, congratulated the new board members and highlighted their importance in building tourism in PNG.
“I extend my congratulations to all newly sworn-in Board Members of the TPA. Your appointment comes at a pivotal time for our tourism sector, and I have full confidence that your leadership will strengthen our goals in tourism.
As Minister, I intend to take several key tourism-related matters to the floor of Parliament — including improved tourism infrastructure, strengthened community participation, and the creation of a more sustainable framework for public-private partnerships in tourism development,” said Minister Namah.
Minister Namah also emphasized the importance of tourism in PNG.
“Tourism is not just about promoting our beautiful landscapes and cultures; it’s an engine for employment, SME growth, and regional development. With a functional Board now guiding TPA, we can move with greater unity and purpose to ensure tourism contributes meaningfully to the national economy,” Minister Namah emphasized.
TPA’s CEO, Eric Mossman Uvovo, highlighted the importance of the Board’s role in steering the organization toward achieving its long-term vision.
“The swearing-in of our new Board is more than a procedural requirement, it signifies a renewed commitment to strengthening our governance, policy implementation, and collaboration across the tourism sector.
With the depth of experience represented in this new Board, we are confident in our ability to deliver on our goals and position Papua New Guinea as a leading tourism destination in the Pacific,” said Mr. Uvovo.
The new Board will guide TPA in addressing key priorities, including strengthening tourism governance, enhancing partnerships with provincial authorities and industry players, and supporting sustainable tourism development that benefits communities and local businesses.
Uvovo further noted that the Board’s collective experience will ensure policies translate into tangible outcomes for tourism operators, SMEs, and communities across the country.
“A strong and diverse Board is essential for effective oversight and transparency. It also enables TPA to make informed decisions that deliver real impact on the ground, from empowering local tourism enterprises to promoting Papua New Guinea’s unique cultural and natural attractions globally,” said Uvovo.

PNG Tourism Promotion Authority (TPA) and the Small and Medium Enterprises Corporation (SMEC) signed a five-year Memorandum of Understanding (MoU) on Friday, 27 June 2025 at the Kokoda Trail Motel in Port Moresby, formalising a partnership focused on advancing micro, small, and medium enterprise (MSME) development in PNG’s tourism sector.
The MoU sets a collaborative framework to deliver business development services including entrepreneurship training, business formalisation support, and compliance assistance tailored specifically for tourism MSMEs. The partnership will also support financial literacy, training of trainers, and shared use of regional business hubs across the country.
TPA’s CEO, Eric Mossman Uvovo and Small and Medium Enterprises Corporation’s (SMEC) Managing Director, Mr. Petrus Ralda, signed the MOU. The signing was witnessed by Executive Manager for Research and Business Development, Douglas Keari, and the Director of SME Business Advisory & Capacity Building, Diana W. Guria.
The MOU outlines key areas of cooperation, including the delivery of “Start Your Business” and “Improve Your Business” training programs, support for business registration processes, assistance with tax compliance, and development of customized training materials for tourism operators. Costs associated with training logistics, materials, and trainer expenditure will be shared.
Ralda praised the initiative as a vital step in bridging tourism and entrepreneurship.
“Tourism has enormous potential to lift communities out of poverty and drive sustainable growth. This MOU allows us to reach deeper into rural and remote areas where tourism opportunities exist but lack the technical support to flourish,” said Ralda.
The partnership also includes mechanisms for joint oversight, regular communication, and review of projects, ensuring transparency and strategic alignment throughout its implementation.
Speaking on behalf of the CEO of TPA, Keari welcomed the partnership, highlighting the benefits of the MOU for the tourism industry members.
“This MoU marks a new chapter in our efforts to strengthen the grassroots level of our tourism economy. For too long, aspiring tourism entrepreneurs have lacked access to the training, resources, and the support needed to grow. This collaboration with SMEC fills that gap by ensuring our MSMEs are equipped to thrive in both local and international markets,” said Keari.
He added that the partnership aligns with TPA’s broader mission to stimulate sustainable tourism development and build resilient local economies.
“Through this partnership, we are creating the foundation for a more inclusive tourism industry, one that empowers our people, protects indigenous knowledge, and supports long-term economic growth,” said Keari.
During the graduation Mr. Keari and Mr. Pundu also graduated as ILO SIYB Trainers. Since first participating in 2023 TPA has graduated 6 staff as trainers. The training will enable TPA to conduct business startup and management training to Tourism SMEs throughout the country.

The Papua New Guinea Tourism Promotion Authority (TPA) congratulated two of its staff for successfully graduating with their Training of Trainers (ToT) Certificate on Friday 27 June 2025 at the Kokoda Trail Motel, Port Moresby.
TPA’s Executive Manager for Research & Business Development, Douglas Keari and TPA’s Culture Officer, Jessie Pundu, join a certified network of SIYB Trainers responsible for delivering capability-building and business advisory services nationwide.
The training under the International Labour Organization’s (ILO) Start and Improve Your Business (SIYB) program took an intensive two-week training program facilitated by the Small and Medium Enterprises Corporation (SMEC), under the Ministry of Commerce and Industry.
The SIYB program is a globally recognized entrepreneurial training initiative designed by the International Labour Organization (ILO) to build the capacity of trainers who will provide business development training and support to Micro, Small, and Medium Enterprises (MSMEs) across the country.
Keari highlighted on the positive aspects of the training.
“This certification is a personal milestone and it’s an opportunity to directly contribute to the growth of our tourism MSMEs. The training has equipped us with tools and that are practical and rooted in the realities of what our small business operators across PNG face,” said Keari.
Pundu said that he was excited and committed to demonstrating some of his newly acquired skills from the training to the industry members in tourism.
“I’m incredibly grateful for this opportunity. The skills and knowledge I’ve gained will help me support grassroots tourism operators, especially in the cultural and community-based tourism space. I’m eager to start putting it all into action,” said Pundu.
Keari and Pundu will join a growing team of certified trainers within the organization. The duo will work alongside TPA’s Senior Partnership & Liaison Officer, Clare Atava Kolma, and Senior Business Development Officer, Dunstan Uluchoe, who both completed their ILO Trainers’ Certification in 2023.
The SIYB program covered a wide scope of responsibilities, including the promotion of entrepreneurship, training delivery, quality assurance, technical support, and ongoing mentorship of MSMEs. Trainers are expected to follow strict ILO and SMEC guidelines to ensure the consistency and quality of training delivery.
TPA’s CEO, Eric Mossman Uvovo commended both employees for their commitment to the training.
“This achievement reflects TPA’s commitment to investing in our human resources to better serve the tourism sector. I am proud of Douglas and Jessie for embracing this challenge. Their certification not only enhances our internal capabilities but also strengthens our outreach to communities and MSMEs that form the backbone of our tourism industry.”

More than 70 Port Moresby youths were inspired by the PNG Tourism Promotion Authority’s (TPA) tourism Awareness Session on Wednesday, 9 July, under the NCDC Urban Youth Employment Project II (UYEP) at Pari Village, Port Moresby.
The session was the first of a series of targeted trainings aimed at exposing unemployed and out-of-school youth to the tourism and hospitality sector in PNG.
This collaborative initiative, by TPA and NCDC UYEP, will extend to other training locations, including Saivara Community and PNG Defence Force Barracks, and will cover key focus areas such as Basic Tourism Awareness, Customer Service Skills, and Tour Guiding Techniques.
UYEP’s Internship Training Coordinator, Bruce Imata, expressed the importance of TPA’s involvement in the project.
“Training like this is transformational. It introduces our youth to a whole new world of possibilities in the tourism industry. Many of them have never thought about a career in tour guiding. TPA’s presence here shows that tourism isn’t just for international travellers, it’s a local opportunity, and it can change lives and provide alternative economic opportunities,” said Imata.
The session not only educated participants on the fundamentals of tourism but also included interactive discussions and real-life insights into hospitality, service delivery, destination promotion, and cultural heritage.
One of the youth participants, Terence Apa, from Goroka, said the experience has inspired him to return home and contribute to his community.
“I see now how powerful tourism can be. Back in Goroka, we have beautiful mountains, culture, and coffee farms. This training has given me the vision to go back and build a small guesthouse, maybe even run cultural tours. I want other young people in my village to dream big too,” said Apa.
The NCDC Urban Youth Employment Project II is a World Bank-supported initiative designed to address PNG’s growing youth unemployment and crime crisis. Its objective is to equip out-of-school and unemployed youth aged 16–29 with skills, job exposure, and income-generating opportunities.
In PNG, one in four youth (approximately two million) are classified as NEET (Not in Education, Employment or Training).
Less than 16% of boys and 12% of girls complete secondary school, and youth are responsible for 80% of crimes committed in the country. In addition, 71% of the prison population is under the age of 25.
According to the United Nations Population Funds (UNFPA), 60% of PNGs current population is under the age of 25. These collaborative efforts provide opportunities for exposure for our youths who are not engaged to think outside of the box and venture into sectors such as tourism.
TPA CEO, Eric Mossman Uvovo, commended the youth for their participation and acknowledged the collaborative partnership for enhancing tourism awareness in Port Moresby.
“This initiative is a step into a doorway for our youth to participate in the formal economy. I thank the Policy & Strategic Planning Division for spearheading this engagement and for seeing tourism not just as an economic driver, but a youth empowerment tool to inspire and build potential tourism ambassadors that will become change agents for PNG in this industry,” said Uvovo.

The Pacific Tourism Organisation (SPTO), in partnership with the Papua New Guinea Tourism Promotion Authority (PNGTPA), has released Papua New Guinea’s first Business Confidence Index (BCI) report. This report provides valuable insights into business outlook and tourism recovery, helping guide smarter policies and stronger private sector involvement
PNG is one of 10 Pacific Island nations participating in the PTDI, alongside the Cook Islands, Niue, Kiribati, Samoa, Vanuatu, Tonga, Solomon Islands, Timor-Leste, and FSM-Yap. Funded by the New Zealand Government, PTDI continues to play a key role in strengthening regional tourism strategies through data-driven research, including the bi-annual IVS, the annual Business Confidence Index (BCI), and the annual Community Attitude Survey (CAS).
The BCI survey was conducted from November 2024 to February 2025, gathering 299 responses, with 206 valid entries analyzed. The effort was made possible through a strong partnership between SPTO and PNGTPA, with both organisations working together to reach businesses across all four regions of the country.
SPTO Chief Executive Officer Christopher Cocker highlighted the importance of the collaboration, “This achievement reflects the strong leadership of PNGTPA. Their close connection with the local business community and focus on data-driven planning were key to collecting valuable insights that will help shape the future of tourism in Papua New Guinea.”
While responses came from a wide range of sectors, it is important to note that the sample was primarily focused on tourism businesses — a deliberate approach aligned with the survey’s aim of understanding tourism recovery and business confidence within the sector. As a result, 62% of respondents were tourism-related businesses, while the remainder represented sectors such as real estate, healthcare, media, engineering, and events.
The survey also found that 90% of participating businesses were Papua New Guinean-owned. More than half (52%) were based in the Southern region, followed by Momase (25%), Islands (25%), and Highlands (22%). The report found that large tourism businesses generated an average annual revenue of PGK 10.3 million, while micro-enterprises averaged PGK 15,594. Labour costs accounted for 33% of business expenditure, inventory 37%, and other operating costs 31%. Notably, 47% of goods and services were sourced locally, with 53% imported.
Despite persistent challenges, there is optimism across the sector. 59% of businesses reported they were actively hiring, although workforce availability (40%), recruitment (33%), and financial barriers (19%) remain key concerns. Broader systemic issues were also cited, including security (21%), infrastructure (19%), and limited government support (10%).
Even so, many businesses see growth opportunities through increasing visitor demand (19%), strategic partnerships (16%), expansion opportunities (15%), and enhanced government support (14%).
PNGTPA CEO Eric Mossman Uvovo welcomed the report and praised the partnership with SPTO: “The BCI report is an important step forward in understanding the real-time challenges and opportunities our businesses face. We thank SPTO for its technical leadership and are proud to have partnered in this effort. This collaboration reflects our shared commitment to shaping a resilient, inclusive, and data-driven tourism sector for PNG.”
This report marks the beginning of a data-driven approach to tourism recovery and private sector engagement in Papua New Guinea. SPTO and PNGTPA will use the findings to guide planning, investment, and business support initiatives.
“The Business Confidence Index is a key part of the New Zealand-funded Pacific Tourism Data Initiative, designed to capture local perspectives and guide tourism development that truly reflects community needs. We sincerely thank NZMFAT for funding this important survey, the PNGTPA team for their strong collaboration and the businesses that contributed their time and insights,” said Mr Cocker.

The late Sir Peter Barter was also a prominent figure in Papua New Guinea’s government, serving as Minister for Health and Bougainville Affairs during the early 2000s under the Somare Government. As Minister for Bougainville Affairs, he played a key role in the peace and reconciliation process following the Bougainville Civil War, helping to rebuild trust and to strengthen dialogue. He also served as Governor of Madang Province, where he championed
rural development, health, education, and tourism, leaving a lasting legacy for the people of Madang and Papua New Guinea.

His efforts extended far beyond economic gain — he championed peace, culture, and inclusive development through tourism. On behalf of TPA, I thank Andrew and Juanita for travelling to Port Moresby to receive this honour. It was a truly special moment,” said Uvovo.

The Tourism Promotion Authority (TPA), in partnership with the Papua New Guinea Tourism Industry Association (PNGTIA), announced the National Tourism Conference & Expo 2025.
The event will convene leading experts, industry stakeholders, and key decision-makers to explore critical issues, discuss emerging trends, and plan a sustainable course for the future of tourism in the country.
A significant highlight of the announcement was the presentation of the Platinum Sponsorship from Mineral Resources Development Company (MRDC) and its subsidiaries. MRDC, a major investor in tourism and hospitality and instrumental in bringing the international Hilton brand to Papua New Guinea, has demonstrated its commitment to the sector’s growth through the contribution.
Hon. Belden Norman Namah, Minister for Tourism, Arts & Culture, states the strategic importance of the conference within the broader context of Papua New Guinea’s development. “This National Tourism Conference is a key component of the PNG Tourism Sector Development Plan, which recognises tourism as a vital renewable resource,” said Minister Namah. “This conference will serve as a catalyst, awakening the immense potential of the tourism industry and encouraging Papua New Guineans to recognise the ‘pot of gold’ that exists within this sector.”
Mr. Eric Mossman Uvovo, CEO of the TPA, remarked on the significance of the conference for industry stakeholders, “The PNG Tourism Industry Association, represent over 60 members, including hoteliers, transport providers, tour operators, artisans, and trekking companies. The conference serves as a vital conduit for facilitating knowledge exchange and driving the development of actionable strategies to promote sustainable growth. Additionally, the conference will feature an exposition open to the public, allowing people to explore and understand more about the diverse packages offered.”
Mr. Augustine Mano, Managing Director of MRDC, explained MRDC recognises the immense, long-term potential of the tourism sector to contribute to Papua New Guinea’s economic diversification and sustainable development. Mr Mano explained, “Our investment in this conference, along with our broader commitment to tourism and hospitality through initiatives like the Hilton brand and infrastructure development in the communities we serve, reflects our vision for a future beyond extractive industries.”
“Tourism can complement extractive resources, as it offers a lasting benefit for our people. That’s why our investments, in aviation, finance, healthcare, real estate, power generation, all contribute to building a foundation that supports and promotes tourism. This conference will be instrumental in shaping that sustainable future and helping our communities thrive in the tourism industry.” Mr Mano said.
The National Tourism Conference will address a wide range of critical topics, including sustainable tourism development, destination marketing, cultural preservation, infrastructure development, and community engagement. It will provide a valuable forum for participants to network, share best practices, and collaborate on initiatives to enhance Papua New Guinea’s tourism offerings.
Further details about the conference, including dates, venue, and registration information, will be released soon.

The Papua New Guinea Tourism Promotion Authority (TPA) sponsored K10,000 towards the 3rd Jimi Marita Festival held at Karap Primary School in Middle Jimi, Jiwaka Province on Thursday 16 January celebrating the region’s unique cultural identity and the traditional superfood, Pandanus Conoideus (Marita).
TPA’s sponsorship supported the successful hosting of the event, which highlighted the cultural and health benefits of Marita. The National Agriculture Research Institute’s (NARI) research scientist Jonah Anton, spoke extensively about the significance of Marita.
“While Marita is not currently a priority crop for NARI, we have identified 16 species in Jimi, with the total across the province exceeding 20. It’s a vital food that is now gaining the recognition it deserves. Marita is a powerhouse of nutrients with incredible health benefits. It contains three key chemicals that make it a valuable food source: Carotene, which is essential for improving eye health; Tocopherol, a potent antioxidant that supports overall well-being; and Omega 3, 6, and 9 fatty acids, which are vital for heart health and brain function. These nutrients highlight why preserving and promoting Marita is so important for both our culture and our health. Preserving Marita is crucial as it’s a dying food, and its nutritional value and cultural importance cannot be overstated,” said Anton.
Marita Festival’s Chairman, Gabbi Apainga expressed his gratitude for TPA’s support.
“We are deeply thankful to TPA for their generous sponsorship. Their involvement ensures the success of this festival and helps shine a light on the cultural importance of Marita,” said Apainga.
Jiwaka Provincial Administrator, Rick Kogan commended both the organizing committee and TPA.
“I applaud Mr. Apainga and his team for orchestrating such a successful event. TPA’s commitment to preserving our culture through initiatives like this festival is truly commendable,” said Kogan.
During the event, SME and local producers and suppliers of Marita-based products, John and Lorin Kisan, shared their journey and vision.
“We officially registered our business this year, but we’ve always had a passion for Marita,” said Mr Kisan.
Mrs Kisan added that the production of Marita products helped the local communities.
“With the high cost of imported foods, especially oils, our Marita products—including oil, soup, and stock feed for pigs—provide a convenient and affordable option for local communities,” said Mrs Kisan.
A highlight of the festival was a ribbon-cutting ceremony, symbolizing the partnership established last year through an MOU signed between TPA and the Jimi District Development Authority. This officially launched TPA’s annual commitment to support the Jimi Marita Festival, ensuring its continuity and growth.
TPA CEO Eric Mossman Uvovo commended the organizing committee for their efforts.
“The success of this festival is a testament to the hard work and dedication of the organizing team. TPA is proud to support such initiatives that celebrate and preserve our unique cultural heritage, especially Marita and promote agritourism for the district,” said Uvovo.

The Papua New Guinea Tourism Promotion Authority (TPA) reaffirmed its partnership with Carnival Australia (P&O Cruises) to strengthen Papua New Guinea’s (PNG) growing cruise sector on Monday 9 December in Sydney, Australia.
TPA’s Chief Executive Officer (CEO), Eric Mossman Uvovo, met with Carnival Australia’s Vice President, Peter Little, to reaffirm the partnership between PNG and the region’s leading cruise liner, Carnival Australia.
Carnival Australia, under its passenger cruise brand, P&O Cruises, have been sailing into PNG waters since 2014, a significant moment that marked the entry of large capacity passenger cruising into PNG. Since then, the cruise sector in PNG has grown exponentially. In 2019, prior to the onset of the global pandemic, PNG registered the highest number of cruise arrivals into PNG at 52,000 cruise passengers alone. Over the years, Carnival Australia has played a significant role by ensuring continued cruise itineraries for PNG as a cruise destination in the Pacific.
Cruise tourism in PNG has contributed an estimated US$20 million to the PNG economy, a specific percentage of which goes directly to the local communities through landing fee’s, shore excursion activities, arts and crafts, local hire bus services and tour guiding.
TPA’s CEO alluded to the importance of ensuring concentrated investments in cruise provinces to improve the overall cruise experience.
“Our cruise hubs, Milne Bay and East New Britian, have incredible potential and require stronger coordination in the province to drive community educational programs and tourist safety initiatives,” said Uvovo.
Uvovo also highlighted his concerns over recent law and order issues which have cast a cloud of doubt over the cruise sector in PNG.
“I look forward to working with the leadership in the cruise provinces of PNG to establish community policing initiatives and youth ambassador programs to mitigate risks associated with cruise port call days. The communities in these cruise destinations must appreciate the windfall of tourist a cruise brings into a town when the passenger ship calls into their port, it should be a time to embrace our visitors and take ownership as proud ambassadors for your culture, community, province and country.
I appeal to all stakeholders in our cruise provinces, a coordinated effort is critical as we continue to welcome cruise ships of all sizes into our coastal and riverway communities,” said Uvovo.
Uvovo has reaffirmed TPA’s partnership with Carnival Australia and has committed to finding proactive solutions to issues currently faced in the Cruise sector for the benefit of all cruise stakeholders.

This includes supporting local festivals, promoting arts and crafts, and creating cultural exchanges for local artists. In addition, the agreement aims to develop tourism products that are environmentally sustainable, promoting conservation efforts and helping communities adapt to climate change.
Executive Manager for Partnership & Product Development, Kennewton Kennedy, speaking during the official signing of the MOU in Naewab District, reminded the people of their district’s tourism potential.
“The district is blessed with unique cultural and natural assets. This partnership with PNGTPA will allow us to promote these treasures to the world while ensuring that our people benefit from the economic opportunities tourism brings. We are particularly excited about the capacity-building initiatives that will empower the communities,” said Kennedy.
The MOU also outlines a comprehensive business framework, addressing key areas such as infrastructure development, marketing, and product innovation. The focus on developing tourism infrastructure is expected to drive economic growth in the district by creating jobs and supporting local industries such as agriculture, transport, and hospitality.
To ensure inclusivity, the agreement emphasizes policies that promote gender equality and equal opportunities, particularly for vulnerable groups. The district will also work on developing a self-sustaining tourism bureau, ensuring that tourism initiatives can continue to thrive independently.
Under the terms of the MOU, PNGTPA and NDDA will focus on protecting Nawaeb’s cultural identity through joint programs and information sharing. There will also be a strong emphasis on supporting performing arts, exhibitions, and festivals, which are key to attracting visitors and preserving the district’s unique cultural heritage.
The MOU will be reviewed every five years to assess its progress against the District Development Plan and the Tourism Sector Development Plan (TSDP) 2022-2026. Both PNGTPA and NDDA will produce annual reports, presenting milestones and financial audits to ensure accountability and transparency.
Performance metrics will include the number of tourism projects initiated, the level of local business participation, and the overall impact on the district’s economy. A Joint Milestones Matrix (JMM) will be used to track progress, and third-party participation will be encouraged if aligned with the objectives of the MOU.
TPA’s CEO, Eric Mossman Uvovo highlighted the importance of the MOU between TPA and Nawaeb District.
“Tourism is a key driver for local economies, and through this MOU, we are laying the foundation for a sustainable tourism industry in Nawaeb. Our commitment is to work hand-in-hand with the district to unlock its full potential, while ensuring the protection of its rich cultural heritage.
By investing in tourism, we are not only creating economic opportunities but also protecting and promoting our district’s culture and environment for future generations,” said Uvovo.
Uvovo also added that the MOU with PNGTPA and NDDA, they are confident that Nawaeb District will soon become a key player in Papua New Guinea’s tourism landscape. The partnership aims to transform the district into a model for sustainable tourism development, benefiting not only the local communities but also contributing to the national economy.

The Papua New Guinea Tourism Promotion Authority (TPA) honoured two exceptional graduates from the University of Papua New Guinea (UPNG) with the TPA Academic Excellence Award at a ceremony held on Tuesday 2nd July, Port Moresby.
Harmson Waliya and Rendy Ono, both recipients of the prestigious award, expressed their heartfelt gratitude for TPA’s unwavering support in their careers in tourism.
The event saw attendance from UPNG’s Head of Division Tourism and Hospitality Management, Dr. Joyce Jazmin-Rayel, along with her lecturers from the School of Business & Public Policy, and TPA staff.
Harmson, who graduated in Business Management majoring in Tourism Hospitality Management, highlighted the positive impact of such initiatives on aspiring tourism professionals.
“Such initiatives motivate us, the students. I also see that the future of this industry is secure when partnerships and collaborations between the industry and institutions occur. As a student, I have noticed that there has been a missing link that needs to be connected. The industry has been functioning on its own, and students have been studying independently. Additionally, some of the things taught in class are different from what is happening in the industry. This initiative of coming together for a shared goal suggests that the industry is sustainable and growing, but it needs more effort,” said Waliya.
Harmson excelled during his studies, achieving top grades in the Tourism and Hospitality Management curriculum. He served as Events Manager for the 16th UPNG Tourism Convention, was a student leader in his church known for his strong moral character, and exhibited exemplary behaviour, setting high standards for classmates. He also completed an industry immersion at TPA, demonstrating his dedication and commitment to his field.
Rendy Ono, Professional Studies & Business Management Tourism & Hospitality (PSTHM) graduate, described the program as a blessing.
“I come from a teaching background and studied science, but entering tourism was a new experience for me. I struggled at first, but as I progressed, I learned a lot. I thought, if I had taken tourism in my youth, it would have been much better for me. But it’s not too late, and I’m very happy for my second chance,” said Ono.
Rendy consistently topped the PSTHM cohort. Transitioning from a teaching background, he demonstrated strong tourism research skills, organized the 2nd UPNG Tourism Industry Seminar, and volunteered during the PNG Update 2022-2023.
Head of Division Tourism and Hospitality Management at UPNG, Dr. Joyce Jazmin-Rayel, praised the award recipients.
“I’m so glad and proud of both men, because the TPA Academic Excellence Award honors outstanding graduates in tourism and hospitality management from the university. Both men have demonstrated exceptional academic achievements, strong leadership qualities, and exemplary behaviour throughout their studies,” said Dr. Jazmin-Rayel.
TPA’s Executive Manager for Corporate Affairs, Clair Kupo, highlighted the importance of the program and acknowledged the graduates.
“As part of the economic sector, we strive to do our best despite cash flow limitations. We are grateful for the program and our partnership with UPNG, which builds the capacity of tourism operators and those interested in tourism and hospitality management, including our own staff, said Kupo. ◼️

Left to Right: Department of Agriculture & Livestock Secretary (DAL), Dr Sergi Bang with the Papua New Guinea Tourism Promotion Authority’s (TPA) CEO, Eric Mossman Uvovo during the signing of the MOU between TPA and DAL in Port Moresby.
The Papua New Guinea Tourism Promotion Authority (TPA) and the Department of Agriculture and Livestock (DAL) have entered a Memorandum of Understanding (MOU) to develop agritourism in Papua New Guinea.
The MOU signed on Thursday 27 June in Port Moresby, marks a step towards utilizing the country’s rich agricultural heritage to boost tourism and forge a partnership between two key economic sectors of PNG.
Key objectives of this collaborative effort include the development of a National Agritourism Policy, to guide investment and establishing agritourism pilot projects in the Eastern Highlands, Milne Bay, East New Britain, and Morobe Provinces.
TPA’s CEO, Eric Mossman Uvovo said that Agritourism Steering Committee (ASC) and Agritourism Technical Working Group (ATWG) will be subsequently formed to guide the implementation of the MOU between the two parties. In addition, it is most likely that the committee will expand in the future to make room for relevant stakeholders who are involved in the space such as Food and Agriculture Organization (FAO), Fresh Produce Development Agency (FPDA), to ensure a sustainable and inclusive agritourism sector is developed.
“Agritourism is an emerging niche tourism product that has great potential; the concept of agritourism provides an opportunity for local farmers such as Honey Bee producers, trout fish farmers or coffee growers, for example, to develop tour itineraries that are centred around their commodity or cash crop. By doing so, it provides local farmers the opportunity to develop a tour package that proudly showcases the farm site, process from raw material to a finished product and allows for branding of local PNG products or local dishes and cuisine.

The Papua New Guinea Tourism Promotion Authority (TPA) and the National Capital District Commission (NCDC), along with more than 20 PNG participants from the public and the private sector, have concluded a seven-day international China roadshow to promote PNG as a prime tourism destination.
A total of 21 participating organizations, including four government agencies and 17 tourism operators, reported successful engagements and promising leads. The productive interactions throughout the event showed a strong interest for collaboration between PNG and Chinese tourism stakeholders.
Participants included representatives from PNGTPA, the National Capital District Commission (NCDC), the National Gaming Control Board (NGCB), Beijing Kumul Consular, Air Niugini Hong Kong GSA, and various tour operators and accommodation service providers. This diverse group worked together to showcase PNG’s tourism potential and establish strong connections with Chinese agents and wholesalers.
The China Ready Roadshow, held in the cities of Shenzhen and Guangzhou, received overwhelmingly positive feedback from a total of 117 Chinese agents and wholesalers, with 45 visitors in Shenzhen on Tuesday 18th June and 72 in Guangzhou on Thursday 20th June during the B2B exchange events.
The event commenced with a presentation led by TPA’s Executive Manager for Marketing and Promotions, Joel Keimelo and TPA’s Videographer, John Vaii, who highlighted the unique attractions and experiences PNG offers – pertinent to Papua New Guinea’s destination brand – A Million Different Journeys, simultaneously capturing the attention of the Chinese audience.
Participants on the roadshow also experienced cultural and city tours around Shenzhen and Guangzhou, which strengthened cultural ties and enriched their overall experience. These tours allowed the participants to immerse themselves in the local culture and landscape, enhancing the connection between the two countries.
China Travel Online’s CEO, Dr. Marcus Lee, who is a facilitator of the China Ready program emphasized the invaluable lessons learned during the event.
“The China Ready Roadshow has taught valuable lessons on market entry and positioning. If a destination is China Ready, then they are ready for any market,” said Dr Lee.
Dr. Lee also commended the efforts of TPA and various other organizations who ensured that the event was a success.
“With strategic planning, effective execution, and continuous follow-up, PNG is poised to unlock its tourism potential,” said Dr Lee.
TPA’s Executive Manager for Marketing and Promotions, Joel Keimelo, shared his insights on the event’s impact and future prospects.
“The China Ready Roadshow not only promoted PNG as an attractive tourist destination but also laid the groundwork for future partnerships and growth in the Chinese market. Focus was also given to Port Moresby as the gateway to the country and with direct flights from Guangzhou (with China Southern Airlines) and Hong Kong (with Air Niugini) respectively, we will certainly see Chinese travellers to PNG.
The Chinese market, characterized by a preference for leisure and soft adventure activities, presents vast opportunities for PNG. However, addressing specific needs such as visa requirements, direct flight routes, and cost-effective airfares remains crucial and also ensuring translation services and meeting Chinese tourists’ preferences are vital steps toward a successful market entry,” said Keimelo.
Keimelo further elaborated on the structured approach adopted by PNGTPA.
“The China Ready Program, adopted by the Papua New Guinea Tourism Promotion Authority (PNGTPA), is making significant strides in preparing PNG for an influx of Chinese visitors. The program follows a four-stage process: Destination Audit, Industry Workshop, Accreditation, and Distribution. This structured approach is designed to ensure that PNG becomes visitor-ready not only for the Chinese market but also for other international tourists,” said Keimelo.
Addressing one of the key challenges faced during the roadshow, Keimelo highlighted the team’s efforts to overcome the language barrier.
“One of the key challenges addressed during the roadshow was the language barrier. To overcome this, the team organized translations of brochures and business cards and ensured that translators were available at each table during the B2B sessions. This initiative facilitated clear communication and helped Chinese agents better understand PNG’s tourism offerings,” said Keimelo.
TPA’s CEO, Eric Mossman, highlighted the significant progress and future steps for PNG’s tourism industry.
“Through these strategic efforts, TPA is effectively positioning Papua New Guinea as a prime destination for Chinese tourists, ensuring that the country meets the specific needs and preferences of this growing market,” said Uvovo.
He emphasized the importance of understanding and catering to the unique requirements of Chinese travellers to enhance their experience in PNG. Uvovo also outlined the roadmap for maintaining this momentum.
“Following the successful roadshow, the next steps involve nationwide destination audits, workshops, and accreditation to ensure comprehensive readiness across PNG. Establishing a Destination Marketing Representative (DMR) office in China is under consideration to maintain connections and support ongoing promotional efforts,” Uvovo explained.
Looking ahead, TPA’s focus will be on several key initiatives. Firstly, the organization is committed to implementing a comprehensive China Digital Marketing Plan to effectively reach and engage Chinese travellers.
Secondly, exploring the establishment of a dedicated TPA China Office to strengthen PNG’s presence and support in the Chinese market. Additionally, TPA will also be implement a PNG-CHINA Tourism Year 2025, marking the 50th anniversary of Papua New Guinea’s independence. This initiative aims to celebrate PNG’s cultural richness and strengthen bilateral tourism ties between PNG and China. ◼️

Papua New Guinea Tourism Promotion Authority’s (TPA) CEO, Eric Mossman Uvovo (centre left) and TPA’s Deputy Board Chairman, Mr Andrew Abel (centre right) with members of the Tourism Sector Development Plan Implementation Steering Committee (TSDP-ISC) following their first meeting for this financial year at the APEC Haus late last month.
Papua New Guinea Tourism Promotion Authority (TPA) announces its first successful Tourism Sector Development Plan 2022-2026 Implementation Steering Committee (TSDP-ISC) meeting held on Wednesday 22 May at the APEC Haus, Port Moresby.
The quarterly meeting is crucial to drive the Tourism Sector Development Policy (TSDP), a structured and strategic framework designed to coordinate and facilitate the growth and sustainability of tourism in Papua New Guinea.
This meeting marks the first for this year, facilitated by TPA’s Policy and Strategic Planning Division, chaired by TPA’s CEO, Eric Mossman Uvovo. In attendance were TPA’s divisional Executive Managers, Senior officers, and officers from TPA’s Policy and Strategic Planning and Monitoring and Evaluation teams.
The TSDP-ISC serves as a vital reporting mechanism to track the progress of deliverables outlined in the TSDP 2022-2026. Mr. Uvovo began the meeting by presenting the minutes from the previous session held in 2023, setting a comprehensive agenda for the current meeting. Following this, TPA’s respective Executive Managers provided updates on their achievements, challenges, and plans moving forward for the financial year and the work plans for 2024.
A key highlight of the meeting was the presentation and endorsement of the Terms of Reference for three crucial subcommittees: PNG Cruise Development, Agritourism, and Kokoda Trail Development. These subcommittees are designed to address specific areas within the tourism sector, ensuring focused and effective interventions.
Three specific terms of reference were discussed during the meeting:
The TSDP aims to coordinate and facilitate growth within the tourism sector by establishing subcommittees to guide specific objectives and timelines. These subcommittees are made up of representatives from both public and private sectors, and the Chair is responsible for reporting their outcomes and progress directly to the TSDP-ISC,” said Uvovo.
Although the TSDP 2022-2026 does not specifically mention sustainable outcomes, many identified projects aim for sustainability. The plan provided insights that contributed to the review of the National Tourism Policy, which prioritizes Environmental Sustainability and Cultural Heritage Preservation and Protection.
The TSDP 2022-2026 is aligned with the Medium-Term Development Plan (MTDP) III, ensuring a structured monitoring and evaluation process, this plan is scheduled to undergo a mid-term review to align milestone objectives to the recently launched MTDP IV. The TSDP-ISC meetings provide a platform to identify and address issues impeding the tourism sector, facilitating the achievement of the plan’s deliverables.
TPA’s CEO, Eric Mossman Uvovo emphasized the importance of tourism in Papua New Guinea as a cross-cutting sector that requires a coordinated approach for development and sustainability.
“The TSDP 2022-2026 was crafted using a comprehensive sector-wide approach, emphasizing development through timely interventions in both primary and enabling subsectors. These subsectors encompass the international and domestic tourism sectors, suppliers and providers, product & service, regulations & standards, critical enabling sectors, and leadership and synergy coordination,” said Uvovo.
Uvovo also said that TSDP relies heavily on the support of various stakeholders.
“We face a major hurdle, which is the adequate and timely release of funds for the implementation of the TSDP 2022-2026. The way forward involves working together in partnerships among key stakeholders to achieve mutual sector goals and national strategic plans,” said Uvovo.

The Pacific Tourism Organisation (SPTO) in collaboration with the Papua New Guinea Tourism Promotion Authority (PNGTPA) conducted a week-long in-country workshop (May 13-17) focused on data initiatives and the Digital Measurement and Benchmarking Dashboard under the Pacific Digital Transformation project. A crucial project focused on collecting and analysing tourism data to make informed decisions for sustainable tourism development.
The PTDI project supports evidence-based planning and decision-making. Its components include the creation of a bi-annual International Visitor Survey (IVS), an annual Business Confidence Index (BCI), and an annual Community Attitude Survey (CAS) report. These reports offer crucial insights into community awareness and attitudes toward tourism.
Papua New Guinea is among the ten countries (including Niue, Cook Islands, Samoa, Solomon Islands, Vanuatu, Tonga, Kiribati, Timor Leste, and FSM-Yap) under the PTDI project aimed at collecting and analysing tourism data, funded by the New Zealand Government. The Digital Measurement and Benchmarking Dashboard Programme plays a vital role in SPTO’s monitoring and evaluation function, which is carried out in three components and sets standards for marketing and sustainable tourism indicators in the Pacific region.
Hosted at the Citi Boutique Hotel, Port Moresby, the workshop drew the participation of fifteen individuals who will be armed with the necessary tools to drive insightful research outcomes within PNG’s tourism sector.
In opening the workshop, PNGTPA’s Executive Manager for the Corporate Affairs Division, Claire Kupo, emphasised the importance of data and research in making informed decisions and developing public policies that contribute to sustainable tourism development in the region.

By working together with SPTO and other stakeholders, we are committed to using data-driven insights to drive sustainable tourism development in Papua New Guinea and across the Pacific region. Through initiatives like the PTDI project, we aim to enhance our understanding of visitor behavior, preferences, and trends, ultimately shaping a vibrant future for tourism in our country and the region,” said Uvovo.
Echoing similar sentiments SPTO Chief Executive Officer, Christopher Cocker also stressed the importance of weaving together the power of data to contribute to informed decision-making and shape a sustainable and vibrant future for tourism in the Pacific.
“SPTO has been very fortunate to conduct an in-country visit to PNG to enhance the proficiency of research officers in utilising statistical analysis software (Survey Monkey, SPSS & NVIVO) through funding from the New Zealand government,” Mr. Cocker said.
“The workshop is pivotal for driving insightful research outcomes within the PNG tourism sector and data collaboration is key within the Tourism Industry Stakeholders in the implementation of the Digital Measurement and Benchmarking Dashboard.”
Workshop participant PNGTPA Research & Statistics Officer Abigail Pangwinyen mentioned that the four-day workshop has greatly enhanced her skills in data analysis in the travel and tourism industry which has enabled her to understand customer behavior, preferences, and trends using the statistical analysis software.

The Tourism Promotion Authority (TPA), through the International Visitor Survey (PNG IVS 2023) has reported a total of USD 120 million (PGK 400 million) generated by visitors travelling into Papua New Guinea last year.
TPA’s 2023 Visitor Arrival Report and PNG International Visitor Survey Report revealed a notable surge in tourism, a 116 percent increase from the previous year (77,291) with an influx of more than 140,000 visitors travelling into the country via sea and air.
Among the key highlights of the reports is a breakdown of visitor purposes which includes, employment-related visits (34 percent), followed by business trips at 20 percent. Cruise ship visitors contributed to 22 percent of the country’s visitors while Holidaymakers accounted for 11 percent. Tourists visiting friends and relatives (VFR) and events such as Meetings, Incentives, Conferences, and Exhibitions (MICE) collectively made-up 7 percent of arrivals.
The surge in arrivals is particularly evident in air and sea transportation. Air arrivals grew from 5,675 visitors to 16,113, marking a substantial increase. Likewise, cruise visitors surged, rising from 2,600 in 2022 to an impressive 31,321 in 2023, demonstrating an increase of 184 percent.
Despite this encouraging growth, PNG’s tourism recovery rate remains a topic of consideration. While the 2023 figures reflected a promising growth, the rate of recovery stands at 61 percent lower than pre-pandemic levels in 2019. This rate also slightly lags behind the average recovery rate of 64 percent observed across the Asia Pacific region.
PNG TPA’s Chief Executive Officer, Eric Mossman Uvovo described the country’s tourism as an evolving industry.
“As we review the outcomes of the 2023 Visitor Arrival Report and PNG International Visitor Survey Report, it is evident that PNG’s tourism landscape is evolving, with notable shifts in visitor demographics and market trends. A particular significance is the increasing prominence of the
“Chinese market, which has emerged as the second-largest source of holiday visitors to our country.
“This development shows the diversification of PNG’s tourism market and highlights our country’s potential with tourists. The growing interest from Chinese travelers signifies PNG’s growing appeal and the effectiveness of our promotional efforts in key global markets,” said Uvovo.
Uvovo also said that the 2023 reports showed emerging trends and reaffirmed the resilience and potential of PNG’s tourism sector, despite the challenges posed by the global pandemic.
“Moving forward, the Tourism Promotion Authority remains committed to driving sustained recovery and enhancing strategic market positioning. Through initiatives and collaborations, we aim to promote PNG’s natural beauty and cultural richness to further strengthen our status as a premier tourist destination in the Asia Pacific region.
“I am confident that PNG’s tourism sector will continue to thrive, offering memorable experiences to visitors while contributing significantly to our nation’s economic growth and development,” said Uvovo.

Port Moresby, Papua New Guinea – The Papua New Guinea Tourism Promotion Authority (PNGTPA) strongly condemns the recent attack on tourists at Roku Beach, Central Province, including the brutal killings in the Upper Highlands region, and the kidnapping of a helicopter crew in the Hela Province.
These heinous acts not only devastate communities and local service providers but also have significant repercussions on the tourism sector in Papua New Guinea.
“PNG has faced a torrent of negative publicity, not only from these incidents, but also from the ‘Black Wednesday’ civil unrest that caused an inferno of international media coverage casting a shadow over the entire country, and painting an inaccurate picture of Papua New Guinea as an unsafe destination for travellers,” says Mr. Eric Uvovo, CEO of the PNG Tourism Promotion Authority.
Since the January 2024 riots, the PNGTPA research team have been monitoring travel advisories and media coverage from key source markets, and reports show that Papua New Guinea has since been flagged as an extremely high security-risk destination, particularly for travellers from America, Australia and China.
The tourism industry is already being affected by the publicity concerning the burgeoning law and order issues in the country. Two major cruise liners expected to visit the country this year, had to cancel their PNG cruise itineraries due to the January civil riots and looting.
“In light of the serious law-and-order issues traumatizing our country’s economy, we seek immediate intervention by the PNG Government to curb the surge in violent crimes. Normalcy must be restored to encourage consumer confidence in PNG as a tourist destination. Papua New Guineans must also be responsible law-abiding citizens, demonstrating respect, duty-of-care and national pride – all this contributes to a safer society – not just for tourists, but for everyone residing in Papua New Guinea,” Mr. Uvovo said.
“In the meantime, the PNGTPA commends the government for continuing to have our country’s borders open, we also commend our tourism industry who have shown an incredible amount of resilience during these difficult times.”
“For those still planning to visit our beautiful country, we encourage you to book your travels with reputable tour operator in the country. If International visitors require further information about tour operators, please contact our marketing and promotions division to verify.”
“PNGTPA acknowledges the urgent need for collaborative action to address this issue and restore confidence in tourism for Papua New Guinea. We are committed to working closely with relevant authorities, including law enforcement agencies, provincial governments, local communities, and tourism stakeholders, to implement effective strategies aimed at improving safety and security for visitors.
PNGTPA will also be setting up a 24-hour emergency helpline for tourists, which will be available in the coming weeks,” concludes Mr. Uvovo.
CEO Mr. Uvovo, also appealed to the media to reach out to the PNGTPA and the tourism industry to discover the positive stories that PNG has about its beautiful and awe-inspiring destinations and proactively share positive stories and experiences of tourists – both local and international, to counter negative perceptions and showcase the country’s rich cultural heritage and natural beauty.
The PNG Tourism Promotion Authority remains steadfast in its commitment to promoting Papua New Guinea as a safe and attractive tourist destination.
We urge all stakeholders to join us in our efforts to address the challenges facing the tourism sector and rebuild confidence in tourism for the benefit of our communities and economy.
